State of Michigan Scholarships & Grants

Michigan students may be eligible for State grants and scholarships in addition to other forms of financial aid. All Michigan awards are contingent on budgeted appropriation, funds available and residency requirements.

Residency Requirements
  • Michigan residency is required from July 1 of the year prior to enrollment. Students must re-apply each year.
  • It is each student's responsibility to register under the proper residence classification, to advise the Financial Aid Office or their advisor of possible changes in residence, and to furnish all requested information about proof of residency.
  • Since students normally come to Davenport University for the primary or sole purpose of attending the institution, rather than establishing a domicile in Michigan, those who enroll in Davenport University as nonresidents will continue to be so classified throughout their attendance as students unless and until they demonstrate that their previous domicile has been abandoned and a Michigan domicile established.
  • No students shall be eligible to receive Michigan Higher Education Assistance Authority funding (Michigan Tuition Grant or Michigan Competitive Scholarship) unless they/their parents have met this requirement before July 1 for the following award year.
State of Michigan Financial Aid Information

The official State of Michigan website, Paying for College, contains detailed information on all state and federal financial aid, providing direct access to specific programs.

Here are summaries of Michigan-based programs available to Davenport students:

 Michigan Competitive Scholarship (MCS)

The MCS is awarded based on high-school ACT test scores and demonstrated financial need.

  • Apply via the Free Application for Federal Student Aid (FAFSA).
  • Awards range up to $2,100 and may be renewed each year, based on a minimum 2.0 cumulative grade point average. Maximum terms of eligibility: 10 semesters.
  • Michigan residency is required from July 1 of the year before enrollment.
  • Students enrolled at least half-time are eligible if need is established.
  • Make sure that Davenport University is listed first under the section of colleges that you want to receive the FAFSA information.
  • If you receive a notice from financial aid saying that you need to change your college choice, CLICK HERE (go to Change College Choice document).

Michigan Promise Scholarship (MPS)

The MPS awards up to $4,000 to high school graduates for successfully completing two years of postsecondary education. Awards are based on Michigan standardized test scores (see below).  Students will receive award notices from the State of Michigan and must certify with the State that they intend to use the award at Davenport.  The State will notify Davenport that the award has been certified.  Davenport will not post funds to a student's payment account until the State sends that notification.

High school students with a qualifying test score must begin studying at Davenport within two years of high school graduation. Eligible students will receive $1,000 during their first year of college and another $1,000 during their second.  After completing either an associate's degree or at least half a bachelor's degree, students must go to the State web site to apply for the final payment of $2,000.

Students who are eligible for installment payments described above must certify their award with the State of Michigan by November 15th of the academic year in which they want to begin receiving their funds.

Class of 2007

Students from the high school graduating class of 2007 who received qualifying Michigan Educational Assessment Program (MEAP) scores for the Michigan Merit Award (notification received from the Office of Scholarships and Grants) qualify for the Michigan Promise Scholarship. (The MPS replaces the Michigan Merit Award.)

Class of 2008 and beyond

Students from the high school graduating class of 2008 and beyond who receive qualifying Michigan Merit Exam (MME) scores qualify for the Michigan Promise Scholarship.

 Michigan Merit Award (MMA)
Class of 2006 and prior

Students who graduated from high school before 2006 participated in the Merit Award Scholarship Program. Awards were based on Michigan Educational Assessment Program (MEAP) scores. Students should check the State of Michigan web site (Click here) to determine if they are still eligible or not.

 Michigan Tuition Grant (MTG)

The MTG is awarded, based on need, to students enrolled at Michigan independent colleges and universities.

  • Apply via the Free Application for Federal Student Aid (FAFSA).
  • Awards range up to $2,100 per year to Michigan residents. No minimum grade point average is required, but recipients must meet standards of satisfactory progress.
  • Students must reapply each year; filing deadlines may apply. Maximum terms of eligibility: 10 semesters.
  • Students enrolled at least half-time are eligible if need is established.
  • Change College Choice (Go to Change College Choice document):  Davenport estimates an MTG for students who list Davenport University first under the section of colleges that you want to receive the FAFSA information. If you receive a Financial Aid Requirement asking you to change your college choice, you need to make the change to your FAFSA on the web.  You can do that in the section in which you list the colleges that will receive your FAFSA information.
  • Davenport will estimate an MTG for eligible students until we receive notification from the State that the awarding period has ended.
  • The State of Michigan requires that Davenport confirms all students enrollment prior to disbursing money to students. For fall semester this confirmation generally occurs in early October, and for winter semester this typically occurs in early February. After enrollment is confirmed, Davenport is allowed to disburse funds to students for the given semester.

 Adult Part-Time Grant (APTG)

This grant is for independent undergraduates with financial need who have been out of high school at least two years. Students must be enrolled for 3 to 11 credit hours (part-time).

  • Apply via the Free Application for Federal Student Aid (FAFSA).
  • Maximum award is $600 per academic year for two years and may not exceed the cost of tuition after any other financial aid is deducted (excluding loans).
  • Michigan residency is required for at least 12 months prior to enrollment.
  • Eligible students must be independent based on Federal guidelines.

Tuition Incentive Program (TIP)

TIP promotes high school completion by providing tuition assistance to eligible lower-income students enrolled in certificate or associate degree programs.  The State of Michigan's Office of Scholarships and Grants determine a student's eligibility.  After being identified, the Office of Scholarships and Grants (OSG) will send the student an acceptance form. The student must then complete the acceptance form and return it to OSG before graduation from high school or GED completion1 and before their 20th birthday to activate financial eligibility for the program. The student will then receive an “eligibility letter” from OSG. The student is responsible for notifying OSG of a change in their college choice.

Students must send a copy of their eligibility letter to the Davenport Financial Aid Office for us to calculate eligibility.
